I noticed that on previous playthroughs too. Not sure why. Playing it right now and Firions sword level is 4 and the bar is half filled. This is off of those same monsters. Guy likely doesn't get as many turns, so that could be why. One thing I've done in the past is cast protect on an enemy so I do little or no damage, to level weapons quicker.
